The new law requires applicants to provide a copy of their Texas driver’s license or state ID card and vehicle registration receipt. The documents must show the same address as the property for which the exemption is requested.

Applicants who do not own a vehicle must provide a copy of a utility bill with the correct address. They must also provide an affidavit stating he or she does not own a vehicle.

The new requirements also apply to applications for the over-65, disability, disabled, disabled veterans, homeowners surviving spouse and manufactured (mobile) home exemptions. They do not apply to homeowners who already have homestead exemptions.

The tool will be particularly important to communities participating in the Neighborhood Stabilization Program (NSP), because it enables users to search an address or neighborhood to obtain an estimated delinquency count in the area, HUD says. NSP is a federal program that provides resources to localities to work with real estate professionals and others to turn around areas hit hard by foreclosures.

“The REO Portal is a consolidated neighborhood listing and mapping tool to assist neighborhood stabilizers in identifying Real-Estate Owned (REO) properties from Fannie Mae, Freddie Mac and FHA in targeted geographies. The portal supports more efficient disposition of REO properties to support the stabilization of neighborhoods and recovery of local housing markets by enabling a neighborhood-focused strategic approach to acquisition. Users employing HUD’s Neighborhood Stabilization Program (NSP) or other resources in the targeted acquisition, rehabilitation and/or demolition of REO properties can use the REO Portal to define target geographies and receive recent listings from Fannie Mae, Freddie Mac and FHA.”U.S. Department of Housing and Urban Development

Homebuyers earning up to 115% of the area median family income are eligible to deduct 30% of the annual interest paid on their mortgage loan up to the maximum amount of $2,000 per year. SB 18, by Senator Craig Estes of Wichita Falls, would require a governmental entity intending to take private land for public use to offer a good faith offer in writing that meets appraised value of that property. It would also permit an owner to repurchase the land at the price the government paid for it if the public use purpose is not advanced within 10 years.
Lt. Governor David Dewhurst praised Senators for unanimously passing SB 18. “In a rapidly growing state like Texas, eminent domain reform is vitally important to preserving our private property rights and making sure that our infrastructure needs are addressed in a way that is fair to land owners,” he said. This legislation was one of the issues placed on the emergency call by Governor Rick Perry, and now heads over to the House of Representatives for their approval.
